Can you figure out what this person is requesting?

Occasionally I get emails with cryptic requests, most often from folks from non-English speaking countries. Some are SPAM, some not. This is one of the most cryptic that I have ever seen. Do you think I should reply and ask for more information?

    I’m not 100% sure, but I think Lionel is right. Anyway, I sent the person an email and he indicates that he solved his issue, without further explanation.

    This reads like a word substitution of French to English. It’s French grammar with English words.
